question number 179 I see those little markers all around my neighborhood by the drains: "no dumping...drains to bay." What does this mean? Aren't there treatment plants to clean our water before it goes back to nature?   

When those street drains were built, the powers the be just assumed that it would be rainwater or run-off from people over-watering their lawns. Because of this, they saw no need to filter the water.
Unfortunately, people started dumping paint, car oil and all sorts of other things into the drains. Basically, people saw these things as liquid garbage receptacles. This was polluting the water and killing wildlife.
They put these signs around so that people would realize that they are really hurting the environment and themselves when they dump harmful toxins into the drains. Also, there are waste programs that take lots of liquid wastes to dispose of them properly.
To make a long answer short, the water doesn't go to treatment plants, so don't put toxins down there.
